I  moved the builder to the new
milestone plugins last night.  As well, the initial build process
is launched with a 1.6vm now instead of the previous 1.4vm.

Nothing in org.eclipse.jdt.apt.tests has changed for
several weeks,
nothing in FactoryLoaderTests has changed in eons, and I don't see any
obvious cause for this error; so I am not sure what provoked this build
breakage but I expect it is transient.

If it happens again I'll dig deeper...
