[platform-releng-dev] API changes post API freeze

Hi,

The resolution of this bug 
(https://bugs.eclipse.org/bugs/show_bug.cgi?id=236759) introduced an API 
change post API Freeze. Since it was required for legal issues, I think I 
can just add the changes to the exclude list.
I also found that the API freeze check is only checking for API additions. 
It doesn't consider API removals (see 
https://bugs.eclipse.org/bugs/show_bug.cgi?id=237080 for this issue).

Any objections for adding these two changes to the exclude list ?
