The main outstanding unfinished doc
is updating the readme file. I'm ok with promoting RC4 now, and pushing
a doc-only build next week with readme updates and other polish on the
doc. There are often last minute issues that come up that need adding to
the readme so it doesn't seem worth holding up RC4 for it.
