It looks like this is caused by a problem with file permissions in CVS (which might have been silently ignored by the releng tool?). I have filed https://bugs.eclipse.org/bugs/show_bug.cgi?id=226191 for the underlying problem, but in the meantime, Kim Horne has successfully tagged the project.
The problem only affected a test plugin, so the build should still be good. You can go ahead and start a rebuild if you like to get a clean build.

For some reason the releng tool is having problems versioning recently-
refactored databindings projects. We're investigating at the moment.
