The failures in the pde api tools tests are due to the fact that the tests 
are run on a 1.4.2 VM and they expect a 1.5 VM.
We did set the restrictions for the 1.5 VM. I'll see if I can find 
anything obvious that would explain why they are run on the 1.4 VM.

All tests passed fine on the 1.5 VMs.
