[platform-releng-dev] please review eclipse 3.3 readme

As we move toward the end of the 3.3
release, I'd like to request that all teams review the content in the 3.3
release notes and determine if the section relevant to their team is still
relevant or needs to be updated.  The readme is located here

If you have commit rights, please update
the feature, if not., please attach a patch to this bug.
