It seems the limit of 28 on the generated qualifier length is not enough and we are hitting path length limitations again with nightly builds.

This is related to the pde build bug and I have asked the PDE build team for guidance on this isssue

This wasn't exposed last week because we were running I-builds.  
I-builds - qualifier starts with cvs tag
N-builds -  qualifier starts with buildID which is a greater number of characters

I have reopened  the releng bug

The reason for the filebuffer tests is neither caused by the tests nor the
file buffer code but by the test run which seems to produce longer paths
(console.log output below).
