[platform-releng-dev] Update fixes for the 1PM build

Update will contribute two fixes for the following defects for 1PM build
(we are ready for the build):

https://bugs.eclipse.org/bugs/show_bug.cgi?id=155237
VersionedIdentifier.compareVersion(VersionedIdentifier id) in
update.configurator doesn't return correct result.
https://bugs.eclipse.org/bugs/show_bug.cgi?id=178532 NPE when adding an
extension location and removing it immediately after
