promote script against the Equinox build.  This is now replicating
to eclipse.org.

The Equinox downloads have the I20070209-1006 build but do not provide
a link declaring it as 3.3 M5 at http://download.eclipse.org/eclipse/equinox/

Did something go wrong in promoting M5 to the equinox download site, or
is this a manual step the releng team needs to do?
