We had a race condition last night with
the creation of markers for the maintenance and integration builds tests.
 The result was that both the M and I  windows tests ran concurrently
on the same windows machine.   I'm sure this is this is the source
of the problem since the chkpii tests use the same directory.  I will
rerun the releng tests for the maintenance build once the tests for the
nightly build have completed.

org.eclipse.ui.navigator (and related plug-ins) is
new in 3.2, and should 
not be showing up in the 3.1.x builds at all.
Kim, would you be able to sort this out?  Please check with MvM and
Michael Elder if needed.

The releng failures are due to chkpii errors in almost every project in
the link below, I will rerun these releng tests to determine if it was
a 
problem with the test machine.
