[platform-releng-dev] Updated build schedule

We have updated the build schedule to
reflect 3.2 and 3.1.1 builds. As well, we have indicated the time when
performance tests will occur. Please note that we propose to reduce the
number of performance test runs to the following:

• Tuesday 8:00 am 3.2 integration build,
• Thursday 00:10 am nightly build
• Wednesday 12:00 pm 3.1.1 maintenance build

This allows time to run the 3.1 and
3.0 baseline tests each week.  A full performance test run requires
approximately nine hours to complete and there is simply not enough time
to run them more than once a day.
