Fw: [platform-releng-dev] Build today at 1 pm ET toward 3.1RC4

We are investigating a fix for the following late defect:

regressions in Open Type Hierarchy performance test
If we do not address it, opening type hierarchies on Win32 needs more
memory/CPU time than it should (explains perf regression on JDT/UI perf
test for type hierarchies, could also cause some out of memory issues on
small configs). Badness got introduced in RC3 as a side effect of
addressing 98378 (regression from 3.0), it changed one path format, and one
client site didn't get updated, fix is quite simple as the path change is
similar to what we do on other client sites.
Though we think we have a fix for it, we need to validate it by running all
our test suite, and may need to delay the build by one hour.

There will be a build at 1 pm ET today toward 3.1RC4. Performance tests
will not run as part of this build.
We will ask for status once the build is well underway.
