The copyrights need to be updated to reflect changes
since the conversion to 
the EPL license.  The tool, however, detects the change in the license
as a 
real change, and now tries to update the date as well.

So, you have a file A which had a copyright 2000, 2004 CPL in December.
 In 
February, the copyright was updated to be 2000, 2004 EPL.  Now, in
June, the 
copyright tool wants to change it to 2000, 2005 EPL -- even though no changes
have occurred in the source code itself.

What do we do?
