[platform-releng-dev] converting install/update fragments to run from ja

Releng team,

We would like the fragments 
        org.eclipse.update.core.win32
        org.eclipse.update.core.linux
to run from Jars.

Would you please update the update the
platform feature (unpack="false") and the build process to account
for that change.
