Bug 88737 is not responsible for the test failure since
IWorkbenchPage.close(...) is not affected by the enable state of some
actions. I could not reproduce the leak test failure on my machine and it
passed in the latest N-build.

The failure in org.eclipse.jdt.ui.tests_winxp is a failing leak test. It
fails because the editors didn't get closed due to Platform UI bug:
[GlobalActions] Close All is disabled while an editor is open (
