The problem has been resolved.  The
builds are now synching with the download.eclipse.org server but will take
several hours to complete.  It turns out the ip address of our IBM
firewall changed without our knowledge, thus the issue with the access
list.

We have discovered that this build was
not pushed to the download.eclipse.org server because of erroneous access
restrictions on the eclipse.org server.  I have followed up with the
Eclipse foundation and asked them to resolve this issue as quickly as possible.

hopefully this issue will be resolved quickly.

We are automatically redirected to an

easier to identify in the future.
