Most of the chkpii errors in the org.eclipse.platform.doc.isv
plug-in were in osgi javadoc.  I have updated the releng tests to
ignore these files in chkpii testing for the next build.

The releng test failures are due to chkpii errors in  org.eclipse.jdt.doc,
and org.eclipse.platform.doc.*
