Yes, the update dates ar extracted cleanly
before running.  The tests are not shared among various builds or
between tests on Windows and Linux.  The tests are copied from the
build machine to each test machine (Windows and Linux) and then run in
a new directory specific to each build.

Have the update tests been extracted cleanly before running? Is it possible
that the tests have been shared among various builds or between tests on
Windows and Linux? 
For some (historical:-) reason, the update tests are also modifying their
install, so subsequent runs may not work well.
