[platform-releng-dev] Automated tests/development mode

Hi there,

I'm just looking through the eclipse.org automated test stuff, and I'm
wondering why the tests must be run while the platform is in development
mode (org.eclipse.test/library.xml passes `-dev bin' as an argument).
In addition, what does passing `-dev' do to the platform?
