[platform-releng-dev] Move to Ant 1.5.4

I have changed the version on the org.apache.ant plugin to 1.5.4
I do not remember if I need to notify releng or not :-)

Ant 1.5.4 has been released and I have released the update to org.apache.ant to HEAD.
