Makes perfect sense: you don't really want to have new browser windows 
opening without warning when users click on a given entry within a 
navigation tree. 

By linking to a topic that in turn links to the external Web page, you can 
give the user a hint that following the link will take them to an external 
Web page within a new browser window.

If your product information contains many links to external Web sites, 
rather than opening each external link in a new browser window every time 
they click an external link (with <a target="_blank" href="blah"> , you 
might want to specifiy a real target name in the "target" attribute so 
that all of your external links from your documentation are opened in the 
same browser window (e.g. <a target="www-external" href="blah">).

All topics from TOC are displayed in the content frame, but a topic can
contain a hyper link with target="_blank" attribute that will open a link
in a new window when clicked.

Is there a way to launch an external page in a new window from a TOC file?
From the navigation frame I'd like to link to a feedback form, external to
the Information Center,  that will launch in a new browser window without
frames.
