Thanks for the replies.

I think that we can safely assume that non-seeing users will have Home Page
Reader (or whichever is their speaking browser)  set to be the default
system browser.

I think that the best way to go about this is to set the Help System to use
the default system browser (at the moment, on Windows, it uses the embedded
IE adapter) by adding the following line to preferences.ini in
plugins\org.eclipse.help_2.1.0:

default_browser=org.eclipse.help.ui.systembrowser
