This was a bug (#27486) in an earlier 2.1 driver and it should be fixed in
M4.

Is it possible to have a main topic with only one sub-topic in Eclipse
Version 2.1? When loaded in the Table of Contents frame the following XML
content:
....
<topic label="DB2 Text Extender">
<topic label="Examples of updating text indexes" href="
refs/rteexupti.htm" />
</topic>
...
displays only the label "DB2 Text Extender" the list item doesn't appear.
If the sub-topic is copied one or more times then both the label and the
the main topic and the sub-topics appear. Is this this a bug, or the
expected behavior?
