It all boils down to knowing *exactly* what your final deliverable looks
like. Because of many factors that I won't go into, help has seen at least
four completely different implementations/looks during the eclipse
development. I would say that each particular incarnation of help was up
and running in a matter of months (say 3 months), and there was more time
spent on polishing, making it robust, add new features, refactor, etc.

General question - How many people have been involved and how long has it
taken to develop the eclipse help system in its present state. I hope you
don't mind me asking, because I work for a young inexperienced manager who
is asking to do something similar and is under the expression that one
person can do it in a short amount of time.
