This is likely caused by a topic title having some non letter characters,
especially single or double quotes.
What eclipse driver are you using?
If this problem happens on the F3 driver please open a bug and attach your
toc.xml file.

Hi,
I've created my first doc set plugin--yay! Mucho thanks to Kari's "Eclipse
Navigation for Novices"! :-)
I have built my toc.xml by running a script against headings from a book
created using the ID Workbench. When I bring it up in ID5.5, no errors are
reported. However, I am getting the following error when I bring up the
help system with my plugin included.
"An error has occurred in the script on this page.
Line 104
Char: 45
Error Unterminated string constant
URL http://127.0.0.1:1154/help/tocs.jsp"
Any ideas where I should start looking first?
