the repository is now located here:

https://github.com/eclipse-platform/eclipse.platform.debug

You can just fork the repository, apply your patch and open a PR, make sure the e-mail adress is used for the commit that you have signed the ECA with and your Eclipse account contains the "Github User Name" in the settings section.

Then one can simply discuss on the issue and/or PR ...

* I have an Eclipse Contributor Agreement which is associated with my account at the old bugzilla. .   This brings up the question, what do I use to login to github?  Do I use my personal github ID.     I can't imagine my Eclipse ID would work on github.  If I use my personal ID then there is no
    association with the ECA.
* Is there an IRC channel for platform debug? I thought I ran across a reference to one, but I can't find it now.
