At least for Linux+Windows I can simply start as many Eclipses from the
same install location as I want so honestly I never missed such a
feature as i can simply click on the Eclipse Icon on my task bar for
that purpose :-)

"File > Switch Workspace" closes the current workspace and opens
another one.
"File > Open Workspace" will allow you to open another workspace while
the current workspace is still open. See

I think whats noopur is saying it will give the developer a change
to open a new eclipse instance for the selected workspace.
