To be clear, there is no way other than following the email/account for register for bug updates. (Gerrit does have the option as previously mentioned.) So if the bug creator removes the *-inbox@ email address there is no way easy way for people to be automatically notified. 

However, if there is concern about people changing the assignee before creation, then the *-inbox@ email address can be added to the default CC for the components. The default CC cannot be changed until after bug is created AFAIK. This can be done on the bugzilla management page (for committers): https://dev.eclipse.org/committers/bugs/bugz_manager.php
