The majority of the  scripts that maintain the download page and the test results are open source and reside on dev.eclipse.org
in directory /cvsroot/eclipse in the org.eclipse.releng.basebuilder and org.eclipse.releng.eclipsebuilder projects.

However, there isn't really good documentation or templates to allow other teams to use them.  There is a bug for this issue.
