[platform-dev] How do I automatically activate/import a plug-in ?

I have a  plug-in which is nothing but a collection of jars containing 
class-files, which I want to be included in all my projects by default. 
The scheme works ONLY if I import the plugin explicitly into a project. 
Is there a way to automatically import it to all the projects ?
