[platform-debug-dev] unnecessary views in Debug perspective

I find the default layout and view selection in the Debug perspective to
be less than ideal.  Specifically, it seems to me that the Tasks and
Outline views are out of place.

Would it possible to remove these views from the default Debug
perspective layout or is it a matter of backward compatibility that we
have to carry forward at least until 4.x?

Also some of the action sets (Covert Line Delimeters, Editor Navigation,
Resource Navigation, Search), seem redundant, but that's a problem with
those actions sets since they are declared as visible in all perspectives.
