Debug would like to add a new optional "description" to launch shortcuts. 
This allows the debug platform to provide the user with more information 
when prompted with a choice of launch shortctuts during a launch. The new 
support allows a description to be added to a shortcut for all supported 
launch modes or for mode specific descriptions. The assoicated bug is:
