You could start by looking at these docs that describe the launching 
infrastructure in the debug platform, and as an example show how the 
applet launcher was written.

I just started using Eclipse and I hope to use it to debug xlets. How
difficult would it be to add support for xlet debugging ? I am hoping
I can leverage alot of the applet functionality. What is the best way
to get started ?
