[platform-debug-dev] LaunchView notice

I'm currently sitting on a bunch of major changes to the LaunchView in
my workspace. The changes are related to the MonitorsView rework that
we're discussing, so I'm not planning to release until we've settled on
a direction for that view.

If anyone needs to work on the LaunchView in the near future, please
give me a shout so we can avoid toe-stepping. :)
