We should also make it clear that not all launch config tab groups are broken. The PDE tabs were protecting against this bug (not an API change), to avoid "over updating". However, with the fix, the tabs do not update enough. It is unfortunate that some tabs have been "broken", but the overall behavior is better.

The change was a fix to a bug - we do not intend to undo the fix, as it provides performance improvements.
