I think functional grouping is the only kind that makes sense.  If I'm doing Java work, I want to see all Java-related launchers that I have installed.  WSAD ships with a ton of launchers, but as a developer, I don't really care about the origin of the launcher, just what it can do for me.  The only way I can see to make this work is to have 'well-known' group names that are NOT declared in a plugin.  In other words, Java-related plugin developers would simply have to agree to group their launchers under a launch config group named "Java", for example.  Actually, we could extend this approach to allow developers to specify multiple groups for a single launcher.  For example, a JSP launcher might be classified as both a "Java" launcher and a "JSP" launcher.  In a sense, these groups then are just keywords specified in the XML declaration of a config type.  The debug UI sto! res a mapping of keywords to launchers, and the user has the opportunity to specify one or more keywords (groups) to control what they see in the launch config dialog, and in the Run As-->/Debug As--> menus.  This wouldn't break anything or require API changes.

Depends on what the groupings represent. You can either group the config
types by vendor or by functionality. If the groups represent vendors, you
just use names that are vendor specific ("JDT Java", "WSAD JSP", etc.). If
the groups are functional, the problem is harder... but you could just allow
people to specify their functional grouping and then merge any groups that
overlap.
