[platform-debug-dev] Suggestion to improve step filter usability

The new step filter is a great feature but difficult to use because of how
you enable/disable it.

I suggest that the "Step Into" icon be changed to an icon with a drop down
menu (similar to the run and debug icons).

The user can then use the drop down menu to change the behaviour to either
with or without step filters.

This avoids making the user go to the Workbench->preferences->Debug->Java
debug options.

If this support can be added through xml in a plugin then I would also like
to use a similar approach for function in my plugin.
