[platform-core-dev] Where is "How to contribute"? 
Hi all,

I was asked if we have a rule for contributing small patches - if this requires a bug or not.

As a committer in j/egit I would say - nope, see https://wiki.eclipse.org/EGit/Contributor_Guide#Commit_message_guidelines.
As a committer in Platform UI I would say - it depends, see https://wiki.eclipse.org/Platform_UI/How_to_Contribute#Commit_Message_Conventions
As a new resources committer I tried to find "how to contribute" but did not found any guide.

So questions:
1) Where is "how to contribute" for platform resources?
2) Can we use https://wiki.eclipse.org/Platform_UI/How_to_Contribute#Commit_Message_Conventions?
3) Is the change https://git.eclipse.org/r/#/c/101025/ trivial and requires a bug?
