[platform-core-dev] New version of Autorefresh for Eclipse 2.1 or later

This version is packaged as an update site, so unzip it and use the update 
manager to install the features you need.

New features:
* Linked resource support (complete on win32, preliminary on linux)
* Ability to turn off monitoring for individual projects
