I would ask on the eclipse.tools newsgroup...the help implementers watch that group pretty closely.
Just make sure to indicate a help topic in the subject

Hi Darin,
yes i am. I'm just starting to figth seriously with eclipse and i need 
help a lot, but i didn't relate the problem with that bug because i am 
normally able to use help for a long time before the problem pops up.
I know that help uses tomcat so i tried my best to stress help browsing, 
searching and doing whatever else you can do with help, but the build 
was still working.
So i restarted writing code, compiling, debugging etc, then bang! that 
catalina.home property popped out from nowhere.
And i have repeated the sequence many times.

Now, i can change the property name (i don't like it too much because 
it's one of our standards, but if really we cannot do anything else, 
standards can be changed), but i would like to understand what's going 
on under the cover.
