[platform-ant-dev] Moving Eclipse Ant to Ant 1.5.1

Shortly (read early next week), the org.apache.ant that is provided with
Eclipse will be moved to version 1.5.1.

My plan is to release the 1.5.1 version to HEAD and test/get feedback on
any problems.
Anyone interested can look at the changes off of the jakarta-ant pages.
The version of org.apache.ant incorporated into the Eclipse build will then
be changed when deemed "safe".

Then over time (as fast as we can),  we will expose the new functionality
found in 1.5.1 (-diagnostics, -propertyfile, -inputhandler...)
through our entry point of InternalAntRunner

Please comment if the plan is reasonable etc.
