What is the content of C:\MinGW\bin?

It cannot find make.exe, so it cannot launch it, 
It is long time since I used windows, it should be somewhere in the settings, maybe right click my computer and search there
environment variables, but this is a long shot.

I have a question: I not know how I compile the fortran program at IDE eclipse..

I have the following error:

I understand I have to compile first the program, but how to do that??? I not know to do that ... I am looking for where I can set the path for compiler fortran...
