Yes, it is possible :

go to preferences from window menu and then in General/Editors/Test Editors you can see :
"insert spaces for tabs" and "Displayed tab width" fields that you can modify.

All of that is for C/C++, fortran and all files like text.

I recommend "insert spaces for tabs" as tabs are not fortran.

Is it possible to configure the number of spaces used for auto-indent (Ctrl-I)?

It’s possible for C/C++ by setting the code style but I’ve not found a way to do it for Fortran.
