In my mind, it was for fixed-form code:
Compaq Visual Fortran (CVF) used to automatically put tabs when you 
pressed return to go from one line to the next so that the next line 
would begin just at the same character position than the previous one 
(automatic indentation).
It was therefore not restricted to (but included) going to column 6 or 7.

(In fact there was also in CVF a command in a menu to convert all tabs 
to spaces but that requires access to a PC with an old version of CVF...)
