[photran] Photran editor template

I would like to add a Photran editor template for Fortran, so I could 
insert a subroutine in an existing Fortran file. I do not see any 
support for this in Photran's Window->Preferences->C++->Editor->Templates.

Is there a way to do this without big code changes, or am I missing the 
obvious?
