My advice: use the first one, then install photran by using "Software Updates/available software/Add site..." in the help menu (as explained on Photran download main page), then the most difficult part : decide between MingW/MSYS or Cygwin for the compiler/debugger/make implementations (better not try both) and install and configure them without forgetting to set environment variables to point towards the "bin" directories.
