[photran] Photran bug in creating new fortran source files

Hello!

If you create a new file via FILE -> NEW -> OTHER -> FORTRAN SOURCE FILE, 
naming it eg. test.f90,
you will get a file withe a code template for c++ source files in it.

To correct that you have to go into the preferences WINDOW -> PREFERENCES -> 
C/C++ -> CODE STYLE -> CODE TEMPLATES and create a new template for c/c++ 
source files or change the default one.

With this workaround you will change the appearance of the template for all 
new c++  files, too :-(.

Creating the new fortran file via  FILE -> NEW -> OTHER -> SOURCE FILE you 
don't get that behaviour.

There should be a working option in preferences to create/edit a template yust 
for fortran source files without changing the c++ templates.
