I have the same problem. Once I found some resource saying to delete a *win32*.jar file in the plugins folder and solve this problem (I really don't know why it works). Unfortunately I cannot find this resource again.

When creating the project I am selecting File -> New -> Project and with

This sounds like a PATH problem. There are some instructions for
setting this at the bottom of
http://www.eclipse.org/photran/faq.php -- hopefully those will fix
it...
