As Jeff mentioned YES, use "Standard Make Project". Managed Make still
do not work on the Windows version.

If you do not like to write Makefiles yourself, choose one of the
Makefile-generating tools (like mkmf, etc.), mentioned in this mailing
list a lot of times.
