One way to get a documentation tool for Fortran is to add support for
Fortran to Doxygen.

Someone is trying to do this.  See

Another possibiity is to use Robodoc.  I have never used it, so I
don't know whether it is comparable to Doxygen, but according to the
documentation, it already supports Fortran.

If someone can give us test programs, i.e. Fortran programs that are
documented with Doxygen or Robodoc, we could add editing support to
Photran.
